Mr. Floren got his degree in Masters in Environmental Studies at the University of the Philippines Cebu and has more than 25 years of professional experience in various projects providing technical assistance to a variety of entities that promote science-based and community sensitive approaches to natural resources management. 

He was part of the team that successfully implemented the Coastal Resource Management Project and the Fisheries Improved for Sustainable Harvest (FISH) Project in partnership with the Department of Environment and Natural Resources (DENR) and the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) funded by the United States Agency for International Development (USAID).  He is well knowledgeable in the use of technology-based applications and tools for planning and management of natural resources; such applications include spatial analysis with the aid of Geographic Information Systems (GIS) using the technologies from QGIS (Opensource), ESRI, MapInfo and RSI, and Environmental Modeling such as the US-Environmental Protection Agency AERMOD-Air Dispersion Modeling and other data analytics tools. 

He volunteered with DEVCON Community of Technology Experts (DCTx), a volunteer-based global community working in partnership with the Department of Science and Technology (DOST) and Department of Information and Communications Technology to develop digital solutions that helped government response efforts to the COVID-19 pandemic. 

He currently administers the Karagatan Patrol facebook group https://www.facebook.com/groups/KaragatanPatrol  as well as the developer and maintainer of Karagatan Patrol web mapping application http://karagatanpatrol.org that use night lights from the Visible Infrared Imaging Radiometer Suite (VIIRS) to detect fishing vessels.
